Held under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the congress elected a 71-member provincial Party Committee, including an 18-member Standing Board.

The congress announced the Politburo’s decisions on key personnel appointments. Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, member of the Central Military Commission, and Deputy Minister of National Defense was assigned to join the Bac Ninh provincial Party Committee as its Secretary for the 2025-2030 tenure.

Meanwhile, Nguyen Van Gau, member of the Party Central Committee and former provincial Party Secretary, was appointed to the Central Military Commission for the 2025-2030 term.

Nguyen Thi Huong, Nguyen Viet Oanh, and Vuong Quoc Tuan were named Deputy Secretaries of the provincial Party Committee.

In addition, the congress also named 14 members to the provincial Party Committee's Inspection Board, with Tran Huy Phuong as its head, and selected 37 official delegates and one alternate to attend the 14th National Party Congress.

Delegates approved a resolution setting the overall goal of building a united, clean, and strong Party organization and political system; achieving rapid, comprehensive, and sustainable socio-economic development; ensuring national defense and security; and improving living standards and the environment for local people.

The resolution affirms Bac Ninh’s determination to become a centrally governed city before 2030, and by 2045, a green, modern, and culturally rich city reflecting the heritage of Kinh Bac.

The congress adopted 26 specific targets. From 2026 to 2030, Bac Ninh aims for an annual gross regional domestic product (GRDP) growth of 11% - 12%, per capita GRDP of 8,700 - 9,200 USD, and an annual labor productivity growth of 10%.

Total import-export turnover in the period is expected to reach 1.09 trillion USD, with state budget revenue estimated at 375.7 trillion VND ( over 14.21 billion USD) and expenditure at 279 trillion VND. The province also targets an urbanization rate of 65% by 2030, with over 90% of grassroots Party organizations and Party members achieving a rating of “fulfilling tasks well” or higher each year.

To achieve these goals, the congress outlined five key tasks and four major groups of solutions, and identified three breakthroughs: enhancing policy making and implementation capacity; building and attracting high-quality human resources, particularly in digital transformation, high technology, and supporting industries; and improving the efficiency of the political system while accelerating socio-economic infrastructure development.

Delegates also discussed draft documents to be submitted to the upcoming 14th National Party Congress, expressing confidence that the national congress will chart a course towards rapid and sustainable development, with Vietnam becoming a modern industrialized nation with upper-middle income by 2030 and a developed, high-income country by 2045.
