With his strategic vision and sharp thought, Nguyen Phu Trong contributed to the Party’s policy-making. He, together with the Party Central Committee, creatively applied and developed the Marxism-Leninism, Ho Chi Minh’s Thought and constantly built a stronger and healthier Party, built a socialist rule-of-law state of the people, by the people and for the people.

In his revolutionary life, he lived, fought, studied and followed President Ho Chi Minh’s thought, morality, and style. He wrote many valuable theoretical works, including three books entitled “Some theoretical and practical issues on socialism and the path to socialism in Vietnam,” “Resolutely, persistently fighting corruption and negative phenomena to contribute to building more transparent and stronger Party and State,” and “Building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy, imbued with the identity of ‘Vietnamese bamboo’.”
In terms of the Party, leader Nguyen Phu Trong always studied and followed the bright example of President Ho Chi Minh, steadfastly built a new-style Party of the working class. He always thought that the Party’s right guideline and policy, the strong, transparent Party organizations, the firm and clear view and thought of Party officials and Party members are the source of victory.
According to him, the Party is the decisive factor that has led to important victories of the revolution of Vietnam. He affirmed that the Party has the highest responsibility to the people, taking care of the people's material and spiritual life and that it is wrong to say that the Party’s policy that does not reflect the interests of the people, the country, and the nation and is not consistent with the law of historical evolution.
Party leader Nguyen Phu Trong creatively applied Ho Chi Minh's Thought on Party building and clarified the nature of the Party and its role in the country's renewal cause. Together with the Party Central Committee, he planned and led the successful implementation of strategic policies on Party building and rectification; resolutely and persistently fought against individualism, degradation among Party members; combatted corruption and negative phenomena coupled with constantly training revolutionary ethics, bravery, and wisdom of Party officials and members.
Under the leadership of Nguyen Phu Trong-led Party, the Communist Party of Vietnam (CPV) has demonstrated its bravery, wisdom, and led the entire Party, people and military to gain many great achievements in the national renewal cause, defeat all plots of sabotage of hostile forces, and build an increasingly prosperous and happy society.
Under the leadership of Party chief Nguyen Phu Trong, the CPV issued the resolution on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period with the goal of perfecting the CPV-led socialist law-governed state of the people, by the people, and for the people with a complete legal system that is strictly and consistently implemented, where the constitution and laws are upheld, human rights and citizens’ rights are protected, State power is unified, clearly assigned, closely coordinated, and effectively controlled, administrative and judicial system is professional and modern, the state apparatus is lean, clean, and operates effectively and efficiently.
General Secretary Nguyen Phu Trong devoted his whole life to the revolutionary cause of the Party and the nation with an iron spirit and will and a spirit of not backing down in the face of challenges and difficulties. He always considered honor the most sacred and noble thing.
Following the example of the Party chief, Party officials, members and people study the quintessence of his legacy in terms of thought, theory, and setting a moral example.
In the current context that the realization of the resolution of the fourth session of the 12th and 13th Party Central Committee on enhancing Party building and rectification, the fight against and repelling of the signs of degradation in terms of political ideology, ethics, lifestyle, and signs of “self-evolution,” “self-transformation,” in association with implementing the Politburo’s conclusion No.05 on continuing to actualizing the Directive No.05 of the Politburo of 12th term on “Promoting studying and following President Ho Chi Minh’s thought, morality and style,” are being promoted, it is necessary to study the noble qualities of General Secretary Nguyen Phu Trong to build the Party strong, leading the country to victoriously carry out the task of building and protecting the socialist Vietnamese Fatherland.
