Deputies to the National Assembly Standing Committee stressed the need to formulate a law against human trafficking at their current session in Hanoi on August 23.
They said trafficking in women and children has become complex in recent times, with many well-organised and trans-national rings uncovered.
It was reported that during the past five years, traffickers have carried out 1,586 cases, involving 4,008 people, of whom 60 percent were traded to China. Ha Giang province took the lead with 134 cases, followed by Lao Cai province (105), Lang Son province (95), Quang Ninh province (73), Hanoi City (66), Nghe An province (66), Lai Chau province (56) and Bac Giang province (44).
A law on anti-human trafficking should be compiled and issued to strengthen the fight against this crime, the deputies.
Truong Thi Mai, head of the NA Committee for Social Affairs, said the law should define the behaviour of human trafficking and necessary assistance provided to those falling victim to this crime.
Nguyen Van Thuat, head of the NA Committee for Legal Affairs, suggested that the law make clear the responsibility of local administrations in providing assistance to victims.
Le Thi Thu Ba, head of the NA Committee of Judicial Affairs, pointed out the fact that as human trafficking is complex, the adjustments to the law need to be expanded to impose measures against this crime.
The law should introduce preventative and punitive measures, she said, adding that both families and society must share the responsibility in the fight.
Vice NA Chairman Uong Chu Luu asked the compiling board to gather opinions and finalise the law to be discussed at the coming session.
