In his opening speech, on behalf of the CMC and leadership of the MND, General Phan Van Giang thanked President Luong Cuong for attending the conference and welcomed representatives from ministries, agencies, sectors, and organizations to the event.

The Defense Minister said that the conference aimed to review and evaluate the implementation of military and defense tasks in 2024, especially the outcomes of strategic advisory work on military and defense issues, combat readiness, education-training, party building, and streamlining of the military. The conference was to seek comprehensive and practical solutions to create significant breakthroughs and strive for outstanding achievements in 2025.

He requested delegates to thoroughly study and discuss to review the outstanding results, point out limitations and shortcomings, and propose practical solutions to successfully fulfill 2025 objectives.

General Giang added that 2025 is a milestone year with significant anniversaries for the Party and the nation, such as the 90th founding anniversary of the Communist Party of Vietnam, the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution, and National Day, as well as preparations for the 14th National Party Congress.

General Phan Van Giang expressed confidence that the success of the conference would play a vital role in motivating the entire military to strive to achieve comprehensive and exceptional results in implementing the resolutions of the 11th Congress of the Military Party Organization. These efforts will contribute to the unified mission of the Party, people, and military to firmly safeguard the Socialist Republic of Vietnam in the new era.

Speaking at the event, on behalf of the Party and State, President Luong Cuong congratulated the CMC, the MND, and all military officers, soldiers, defense workers, and employees for their significant achievements in 2024.

The State leader said that 2025 is an important year affecting the accomplishment of targets set in the Resolution of the 11th Military Party Congress and the 13th National Party Congress and with important events. Therefore, to successfully complete the missions outlined in the Resolution of the 11th Military Party Congress and the 13th National Party Congress, he asked the CMC and the MND to rigorously review the implementation of tasks, adhering to the directive of the Party General Secretary at the 12th meeting of the CMC.

The CMC and the MND should continue to thoroughly grasp missions, make strategic advice on military and defense matters to the Party and State; enhance the ability of researching, forecasting and flexibility in handling emerging situations to maintain peace and stability for national development; effectively implement the resolution on the national defense strategy in the new era and other defense-related legal frameworks.

President Cuong called the military to have specific solutions to building the whole-people defense system, reinforcing the people-based defense posture, consolidating the defensive areas. He also emphasized the need to well implement the policy of combining national defense with economic development, vice versa.

The State leader asked agencies and units in the whole military to maintain combat readiness and firmly safeguard national airspace, sea, borders, and cyberspace. He emphasized the need to focus on building a politically strong military, ensuring that the military's Party Organization remains healthy, strong, and exemplary in politics, ideology, ethics, organization, and personnel, while upholding and strengthening the absolute, direct leadership of the Party over all aspects of the military. He also asked the military to make thorough preparations for the all-level Party congresses for the 2025-2030 tenure and the 12th Military Party Congress.

He urged the whole military to actively and pro-actively implement comprehensive, synchronized, and effective international integration and defense diplomacy efforts and enhance the quality of bilateral and multilateral defense relations.

President Luong Cuong expressed confidence that the Vietnam People's Army will remain united and resilient, overcoming challenges to achieve greater successes in building and safeguarding the Socialist Republic of  Vietnam in the new era.

Before that, in a report reviewing the implementation of military and defense missions in 2024, Chief of the General Staff and Deputy Defense Minister General Nguyen Tan Cuong said that in the year, the whole military has well maintained high vigilance and combat readiness; closely followed, accurately assessed and predicted situations to give timely advice to the Party and State to effectively address issues. Thanks to that, the sovereignty and territorial integrity of the nation have been firmly protected, and national security and order have been upheld.

Forces have well managed the air, sea, land, and cyberspace; effectively prevented foreign vessels' encroachment and addressed illegal fishing activities; gained achievements in training, drills, education, and unit building and in sports. The military has actively and effectively protect the ideological foundation of the Party and countered false and hostile viewpoints.

In addition, celebrations to mark the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the foundation day of the Vietnam People’s Army, and the 35th anniversary of the Whole-people Defense Festive Day have been successfully organized.

The whole military has practically and effectively organized mass mobilization activities. Logistics, technical services, defense industry, and military science have achieved positive results, with breakthroughs in several areas.

Notably, the international integration and defense diplomacy have been pro-actively carried out and gained outstanding achievements, contributing to strengthening mutual trust and raising the reputation and standing of the nation and its military.
