The Southwest Regional Chemical-Radiological Incident Response and Environmental Warning Center was established under Decision No.3346, dated June 25, 2026, by the Minister of National Defense. The center was formed from personnel of Brigade 87 and is based in Phu Quoc special zone, An Giang province.
The establishment of the center helps strengthen the nationwide deployment of forces for chemical-radiological incident response and environmental warning, meeting the requirements of Fatherland protection in the new situation, particularly amid growing non-traditional security challenges.
Speaking at the ceremony, Sr. Col. Le Xuan Dung emphasized that, to meet requirements and missions in the new situation, the Party committee, chain-of-command, officers, personnel and soldiers of the center should promptly stabilize its organizational structure and staffing, consolidate command structures at all levels, promote democracy and maintain internal unity. They should focus on developing the center into a standardized, highly capable and specialized force for chemical-radiological incident response and environmental warning.

He also called on the center to strengthen coordination with agencies and units both inside and outside the military, businesses that use hazardous chemicals, and other relevant forces to establish a coordinated response mechanism. The center should regularly conduct training and joint exercises to enhance its ability to coordinate responses to complex situations.
As an immediate priority, the center should develop a combat readiness plan to ensure chemical, biological, radiological and nuclear security and safety for activities related to the APEC Summit in 2027, in line with actual conditions.
