During the talks, Senior Colonel Vu Van Kiem highlighted the traditional friendship and comprehensive strategic partnership between Vietnam and Russia. He highly valued the significance of the Russian delegation’s working visit, which contributes to enhancing mutual understanding between the two militaries. The Vietnamese official affirmed that Vietnam highly appreciates Russia’s valuable experience in building a military legal system.

An overview of the talks

For his part, Nikolai Vasilyevich Petrakov emphasized the traditional multifaceted cooperation between the two countries in general and the two militaries in particular. He affirmed that the Russian Defense Ministry’s Department of Legal Affairs attaches great importance to cooperating with its Vietnamese counterpart.

The cooperative relationship between the two agencies is built on the solid foundation of the Memorandum of Understanding (MoU) on cooperation in legal affairs signed by the two defense ministries in 2022. At the event, both sides affirmed the necessity and vast potential for expanding professional cooperation.

To further realize and deepen the contents of the MoU in a more practical and effective manner, the two agencies agreed to intensify rotational delegation exchanges in the coming time. They will also step up the sharing of experience in legislative work and the perfection of military-defense institutions, while boosting cooperation in human resource training and fostering.

At the same time, both sides expressed their belief that the practical outcomes of the talks would contribute to perfecting the legal framework and improving the efficiency of military legal affairs in each country.
