At the event, Minister Yasar Guler warmly welcomed the Vietnamese delegation, expressing delight at the progress of the bilateral ties in recent years, particularly in defense cooperation. He also thanked Vietnam’s Ministry of National Defense (MND) for sending a high-ranking delegation to attend the International Defense Industry Fair 2025 (IDEF 2025).

Expressing his appreciation for the warm reception, the Vietnamese deputy defense minister praised the scale and professionalism of IDEF 2025, organized by the Turkish Ministry of National Defense. He said that Vietnam would welcome the participation of Turkish defense enterprises and industry organizations in the Vietnam Defense Expo, scheduled to be held at the end of 2026.

General Chien emphasized that, following Prime Minister Pham Minh Chinh’s official visit to Turkey in November 2023, bilateral relations have continued to develop positively, providing a solid foundation for elevating defense cooperation between the two countries to a new level.

On this occasion, General Chien handed over a letter from Vietnamese Defense Minister General Phan Van Giang, inviting Minister Yasar Guler to visit Vietnam in the near future. He also affirmed that the decision by both ministries to appoint resident defense attachés in each country will contribute to deepening the bilateral defense cooperation and making it more substantive and effective. Vietnam is ready to facilitate Turkey’s establishment of a Defense Attaché Office in Vietnam at the earliest convenience.

The Vietnamese defense leader stressed that Vietnam places strong importance on international cooperation in the field of defense industry. The Vietnamese Government and MND consistently support the promotion of international exchanges and cooperation in this sector on the principles of equality, mutual benefit, respect for Vietnam’s laws, and adherence to international commitments. He suggested the two sides enhance cooperation in several areas such as delegation exchanges, training, post-war bomb and mine clearance, defense industry, U.N. peacekeeping operations, cyber-security, and responses to non-traditional security challenges.

For his part, Minister Yasar Guler affirmed his agreement with the proposals made by General Chien, and expressed Turkey’s desire to strengthen bilateral defense ties with Vietnam. He voiced readiness to boost exchanges at all levels, human resource training, and cooperation between the naval and ground forces. Regarding defense industry collaboration, Turkey is willing to cooperate with Vietnam in accordance with the needs and capacities of both sides.

Also on the same day, Deputy Defense Minister Hoang Xuan Chien and his Turkish counterpart Musa Heybet signed an agreement on defense cooperation between the two defense ministries.

The signing of the agreement marks an important step forward in the bilateral defense relations, establishing a framework to promote cooperation in areas such as high-level delegation exchanges, strategic dialogues, training, defense industry, U.N. peacekeeping operations, and other fields as mutually agreed upon. It will contribute positively to strengthening overall bilateral relations, particularly by making defense cooperation more practical and effective.
