Welcoming the Vietnamese delegation, Deputy Defense Minister Alpaslan Kavaklioglu expressed his delight at the progress of cooperation between the two countries in general, and between their defense ministries in particular. He thanked the Vietnamese Ministry of National Defense for sending a high-level delegation to attend the SEDEC Defense Exhibition in Turkey in 2024 and said he looked forward to welcoming the Vietnamese defense delegation to the upcoming International Defense Industry Fair (IDEF) in July. The Turkish defense leader also said that Turkey is willing to host Vietnamese officers for training courses organized by its Ministry of National Defense. Regarding defense industry cooperation, the Turkish side expressed readiness to collaborate in areas aligned with the two countries’ respective demands and capabilities.

Regarding multilateral cooperation, Deputy Minister Kavaklioglu highly appreciated Vietnam’s role and position in the region. He expressed hope that Vietnam would support Turkey’s aspiration to participate in ASEAN-led mechanisms, including the ASEAN Defense Ministers’ Meeting Plus (ADMM+). He also shared that the Turkish Minister of National Defense is planning an official visit to Vietnam in the near future.

For his part, the Vietnamese defense leader thanked the host for the warm reception. He took the opportunity to recall his fond memories of the country and its people while accompanying Prime Minister Pham Minh Chinh on his official visit to Turkey. He affirmed that this working visit was intended to implement areas of cooperation agreed upon by high-level leaders of both sides, moving toward upgrading the relationship to a Comprehensive Partnership in the future.

Agreeing with his host’s proposals, Sr. Lt. Gen. Pham Hoai Nam expressed support for strengthening the exchange of delegations, especially at the high level, and moving toward the signing of a defense cooperation agreement in the near future. He also confirmed that the Vietnamese Ministry of National Defense would send a high-ranking delegation to attend IDEF this July. Additionally, Vietnam is willing to act as a bridge to facilitate cooperation between Turkey and ASEAN.

Also on the morning of May 28, General Nam met with Director of the Turkish Defense Industry Agency, Haluk Gorgun, who emphasized that cooperation with Vietnam is a priority under Turkey’s "Asia Anew" initiative. He affirmed that with the agency’s strong institutional position and Turkey's self-reliant defense capabilities, the country is ready to cooperate with Vietnam in accordance with their political relations and mutual interests.

General Nam praised the development of Turkey’s defense industry and encouraged defense enterprises and corporations from both countries to explore cooperation opportunities.

Later the same day, under the co-chairmanship of the two delegation heads, several Turkish defense industry corporations held a working session with representatives from Vietnam’s General Department of Defense Industry and the Military Industry-Telecoms Group (Viettel), during which they shared information and discussed potential areas of collaboration.
