Addressing the conference, Maj. Gen. Le Dinh Cuong said the exchange program is a biennial multilateral cooperation initiative proposed and hosted by the Vietnam Coast Guard. The first two editions achieved positive outcomes and received strong recognition from international partners. Building on those successes, the third edition aims to further improve the quality and effectiveness of the program while strengthening its international impact.
The event is scheduled to take place from December 7 to 12, 2026, in Hanoi, Hai Phong, and Quang Ninh province. Planned activities include a seminar on search and rescue experience sharing, bilateral meetings among participating delegations, a visit to the Vietnam Military History Museum, a courtesy call on Deputy Prime Minister, and Minister of National Defense General Phan Van Giang, and a tour of the 3rd Vietnam Defense Expo, among other activities.

The program will bring together 11 delegations from the Vietnam Coast Guard, the China Coast Guard, Cambodia’s National Committee for Maritime Security, the Indonesian Coast Guard, the Malaysian Maritime Enforcement Agency, the Philippine Coast Guard, the Thai Maritime Enforcement Command Center, the Singapore Police Coast Guard, the Indian Coast Guard, the Republic of Korea Coast Guard, and the Japan Coast Guard.
Maj. Gen. Le Dinh Cuong directed the organizing committee to build on previous achievements, maintain a strong sense of responsibility, enhance interagency coordination, and ensure thorough preparations for every aspect of the event.
