Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu attended and delivered remarks at the event.
The ceremony was also attended by Deputy Chief of the General Staff Senior Lieutenant General Le Quang Dao, leaders of several central and local Vietnamese agencies and ministries; as well as representatives of the diplomatic corps and international organizations in Ha Noi.
Addressing the ceremony, Korean Ambassador to Viet Nam Lee Mi Yeon affirmed that in 2022, Viet Nam and the RoK upgraded their bilateral relations to a Comprehensive Strategic Partnership. The elevation of ties was not an end in itself, but rather a foundation for the two countries to further expand and deepen bilateral relations in a manner commensurate with the stature of the Comprehensive Strategic Partnership framework.

Ambassador Lee Mi Yeon recalled General Secretary To Lam’s state visit to the RoK in August 2025, which was the first state visit by a foreign head of state to the country after President Lee Jae Myung took office. In response, President Lee Jae Myung paid a state visit to Viet Nam in April this year, becoming the first foreign head of state to visit Viet Nam since the country’s new leadership apparatus was consolidated. These high-level visits have contributed to elevating Viet Nam-RoK relations to a new level.
She emphasized that “the most valuable aspect of Korea-Viet Nam relations is the people-to-people ties.” People-to-people exchanges between the two countries reached approximately five million visits last year. Currently, around 350,000 Vietnamese are living in the RoK, while approximately 200,000 Koreans are residing in Viet Nam.
The Ambassador also highlighted the important role of Viet Nam-Korea multicultural families. With their numbers continuing to grow, these families have strengthened ties between the peoples of the two countries.

Speaking at the ceremony, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu extended his congratulations to the Government and people of the RoK, as well as the officials and staff of the RoK Embassy and the RoK community in Viet Nam.
The deputy minister expressed his belief that cultural similarities, close people-to-people ties, and substantive and strategic interests have provided an important foundation for the bilateral relations. He affirmed that the friendship and mutual trust between the two countries will continue to serve as a foundation for the Viet Nam-RoK Comprehensive Strategic Partnership to develop in an increasingly broad, substantive and effective manner.
He noted that the close ties between the two countries are reflected not only in economic, trade and investment figures, but are also deeply embedded in social life. Hundreds of thousands of Viet Nam-RoK multicultural families, together with the Vietnamese community in the RoK and the RoK community in Viet Nam, are becoming “bridges of friendship,” contributing to strengthening bonds between the peoples of the two countries.
Looking ahead to the 35th anniversary of the establishment of Viet Nam-RoK diplomatic relations in 2027, Deputy Minister Nguyen Minh Vu said that the bilateral relationship is entering a period with broader and greater opportunities for cooperation.
