At the first meeting, President Quang congratulated the achievements attained by the Chinese Party, State, Government and people in the country’s comprehensive reform, particularly the processes of transforming the development model, stabilizing the macro-economy, maintaining a high growth rate, and continuously improving people’s living standards, since the 18th National Congress of the Communist Party of China. The Vietnamese President believed that the Chinese Government and people under the leadership of the Communist Party of China, with the nucleus of Party General Secretary and President Xi Jinping, and under the direction of Premier of the State Council of the Socialist Republic of China Li Keqiang, will successfully accomplish all set socio-economic development objectives and missions.

President Quang stressed that further cementing and promoting traditional friendly relations between Vietnam and China is an objective requirement, suitable for long-term benefits of the two nations and profitable for peace,
stability and development in the region and world, in the current regional and global situation with complex developments. Meanwhile expanding bilateral comprehensive cooperation between the two countries is very important to
socio-economic development of each country, contributing to strengthening the trust and friendship between the two peoples.
President Quang asked the Chinese Premier to continue instructing Chinese ministries, agencies and localities and effectively taking measures to expand and improve the quality and efficiency of bilateral cooperation. Regarding trade, President Quang wished relevant Chinese ministries, agencies and localities to complete legal frameworks to open up the market for Vietnamese exports, particularly milk and dairy products, fruit, aquatic products and pork; create favorable conditions for businesses of the two countries to trade agricultural produce, which contributes to not only boosting two-way trade in a sound and stable manner, but also practically supporting Vietnamese farmers.
In investment, the Vietnamese president proposed the Chinese side to bring into full play the role of the Joint Working Group on infrastructure cooperation, to increase major investment projects that actually represent the development level of China and meet the strategic demand for sustainable development of Vietnam with a focus on hi-tech agriculture, support industry, alternative and clean energy while combining between investment and technology transfer and human resources development. He also suggested instructing businesses of the two countries to address unsolved issues and clear off obstacles to cooperation projects of the two countries.
President Quang also asked China to lend Vietnam more preferential loans and provide favorable conditions for Vietnam to access low-interest credit sources within the ASEAN-China and Mekong-Lancang cooperation frameworks.
The visiting Vietnamese President suggested the two sides boost cooperation on agriculture; environment; science and technology; sustainable use of water resources of the Mekong-Lancang River; research on drought- and salt- tolerant rice seeds in Vietnam; nuclear radioactivity security with a stress on sharing information about observation, warning and dealing with nuclear accidents. He also underlined the need to further cooperation between localities of the two countries on economy, trade, tourism, border management; to continue opening new border gates and upgrading pairs of existing border gates; to apply favorable customs procedures for imports from the other country to join hands in preventing and fighting crimes, protecting security and order along the shared border; and to maintain a peaceful, stable environment facilitating cooperation and development of the two countries.
President Quang believed that relations and comprehensive cooperation for mutual benefits between the two countries will continue growing at a good momentum and in a sound and stable manner in the future.
The Vietnamese President took this chance to extend the invitation from Vietnamese Prime Minister Nguyen Xuan Phuc to Chinese Premier of the State Council of the Socialist Republic of China Li Keqiang to visit Vietnam at an appropriate time.
For his part, Chinese Premier Li warmly welcomed the Vietnamese President and high-ranking delegation to China, affirming that the Chinese Party, Government and people always attach much importance to promoting friendship, neighborliness and comprehensive cooperation with Vietnam. He stated that stable development of one country is a good opportunity of the other, and that China always takes Vietnam’s concerns into account. Particularly, China has taken additional approaches to import more Vietnamese agricultural products, especially rice; sought to improve bilateral trade balance; created favorable conditions for Vietnam to access preferential loans and credits; and actively responded to Vietnam’s proposals on sustainable use of transnational water resources.
Premier Li highly valued and agreed with the Vietnamese President’s ideas, suggesting the two countries increase strategic exchanges, instruct agencies and localities at all levels of the two countries to seriously follow the common perceptions of the two countries leaders, and effectively implement measures to expand bilateral cooperation in the coming time, contributing to bolstering the Vietnam-China comprehensive strategic partnership in a sound, stable and sustainable manner.

At the second meeting, visiting Vietnamese President Tran Dai Quang recalled the Vietnam visit by Zhang Dejiang, Chairman of the Standing Committee of the National People’s Congress of China in November 2016, considering it a significant driver for future bilateral cooperation between the two legislatures in particular. The Vietnamese President suggested that the legislatures of Vietnam and China should increase exchanges and sharing of experience in law-making and building a socialist rule-of-law state.
Both Vietnam and China have common needs and interests in the maintenance of a peaceful and stable environment to carry out the process of renovation, open-door reform and build a socialist state of law, he said.

The President affirmed that Vietnam attaches great importance to developing relations with China, and proposed senior Party and State leaders to maintain regular visits and meetings while directing sectors and administrations at all levels to strictly implement bilateral agreements and cooperation programs, and actively expand win-win cooperation suitable with development strategies of each nation.
President Quang spoke highly of the significance of Zhang’s official visit to Vietnam in November 2016, and conveyed the invitation of National Assembly Chairwoman Nguyen Thi Kim Ngan to the Chinese top legislator to re-visit Vietnam at a convenient time.
Chairman Zhang expressed his delight at recent positive developments in bilateral relations between Vietnam and China, reiterating that the Chinese Party, Government and National People’s Congress treasure and want to further strengthen the comprehensive strategic cooperative partnership with Vietnam. He affirmed that the National People’s Congress of China is willing to strengthen cooperation with its Vietnamese counterpart to promote bilateral relations between the two countries.
The National People’s Congress of China will also create favorable conditions for Chinese sectors, agencies, localities and people to boost exchanges and cooperation with Vietnam, thus building up mutual political trust and enhancing the friendship between the Chinese and Vietnamese peoples, he stated
At the third meeting between Vietnamese President Tran Dai Quang and Chairman of the Chinese People’s Political Consultative Conference Yu Zhengsheng, the two leaders expressed their pleasures at the growth of the Vietnam-China comprehensive strategic partnership as well as recent socio-economic achievements of each country.

President Tran Dai Quang praised the contributions made by the Chinese People’s Political Consultative Conference and Chairman Yu Zhengsheng himself to the development of relations between the two Parties and countries.
He expressed his hope that the two sides will push for the popularization of the common perceptions reached by senior leaders of the two countries’ agencies and administrations at all levels, so that the perception will be realized through specific actions, creating strong changes in bilateral cooperative ties in various areas.
The President also proposed that the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference deepen their collaboration to strengthen mutual understanding and trust between the two peoples, thus creating social consensus as the foundation for developing the two countries’ relationship.
Meanwhile, Chairman Yu reconfirmed that the Party, Government and people of China treasure the comprehensive strategic partnership and cooperation with Vietnam, adding that the Chinese People’s Political Consultative Conference wants to bolster exchanges and cooperation with the Vietnam Fatherland Front.
The two sides should increase the exchange of experiences in reform and national construction, contributing to consolidating their social foundation and boosting the friendship and cooperation between the two countries, Yu Zhengsheng said.
Apart from the three meetings with leaders of the three important bodies of the Chinese State’s apparatus, President Quang also met with Liu Yunshan, member of the Politburo Standing Committee and Secretariat of the Central Committee of the Communist Party of China.
Both leaders expressed pleasure at positive developments in the Vietnam-China comprehensive strategic partnership, and agreed to give concrete instructions to ministries, sectors, organizations and localities to strictly follow the common perceptions and deals agreed by leaders of the two countries and bring into full play the existing cooperation mechanisms, contributing to strengthening bilateral relations and cooperation between Vietnam and China in a sound and stable manner.
On May 12 morning, Vietnamese President Quang also received representatives of the Chinese People’s Association for Friendship with Foreign Countries, the China-Vietnam Friendship Association and former Chinese specialists working in Vietnam or their relatives.
On this occasion, the Vietnamese President affirmed that the Vietnamese Party, State and people always appreciate and thank the Chinese Party, State and people, including the former Chinese specialists, for their great support for the Vietnamese people’s struggles for national independence and reunification. He stressed that the Vietnam-China friendship, which was founded and fostered by President Ho Chi Minh and President Mao Zedong as well as generations of leaders and people of the two countries in the past, is invaluable assets of the two peoples so the current generation of the two peoples should strive to preserve, inherit and bring it into full play.
On May 12 afternoon, President Tran Dai Quang had a meeting with overseas Vietnamese and Vietnamese diplomats, officials and students at the Vietnamese Embassy in Beijing. The president reiterated that overseas Vietnamese in China in particular and around the world as a whole are an unseparated part of the Vietnamese nation.

He also briefed the participants on Vietnam’s current situation, remarkable achievements and major policies, including policies on overseas Vietnamese.
President Quang praised the overseas Vietnamese community in China for their valuable supports for needy people at home, and asked the Vietnamese Embassy to take due care of overseas Vietnamese in China.
President Quang also instructed the Vietnamese Embassy to spare no effort to foster friendship and comprehensive cooperation between Vietnam and China.
