Under the decree, aircraft types will be eligible for import into Vietnam if they are certificated by one of the following organizations - the U.S. Federal Aviation Administration (FAA), the European Union Aviation Safety Agency (EASA), the Civil Aviation Agency of Brazil, the Transport Canada Civil Aviation (TCCA), the Federal Agency for Air Transport of the Russian Federation (Rosaviatsiya), the UK Civil Aviation Authority (UK CAA), the Civil Aviation Administration of China (CAAC), and the Ministry of Construction of Vietnam.

Previously, Decree No.92/2016/ND-CP stipulated that aircraft types imported into Vietnam must have type certificates issued by either the FAA, EASA, or the Vietnamese aviation authorities. However, part of the decree No.92 was later amended by the Decree No.89/2019/ND-CP.

According to the Ministry of Construction, restricting types of aircraft from operating in Vietnam limits opportunities for airlines to access aircraft designed and manufactured by other nations with globally recognized scientific and technological capabilities.

Based on the practical needs of aviation operations and aviation safety assurance, the ministry believes that the above amendments will create favorable conditions for Vietnamese airlines to proactively secure aircraft supply sources and manage aircraft operations. This, in turn, will enhance international cooperation and friendship with traditional partners.
