Deputy Director of the Vietnam Sports Administration Nguyen Hong Minh, who is also head of the Vietnamese sports delegation, joined heads of 10 other delegations to the event.
Speaking at the ceremony, Hun Many, President of the Union of Youth Federations of Cambodia (UYFC) and Deputy Chairman of the National Paralympic Committee of Cambodia (NPCC), extended warm welcome to the participating delegations.

The 12th ASEAN Para Games, slated for June 3 - 9, is set to feature more than 400 competition categories of 14 sports.
The opening and closing ceremonies of the 12th ASEAN Para Games will be broadcast live at three locations in public areas in the capital city.
Cambodia has completed preparations for the 12th ASEAN Para Games at seven locations in Phnom Penh.
According to the National Paralympic Committee of Cambodia (NPCC), seven venues for 14 sport competitions at the Games include Morodok Techo National Stadium, Olympic National Stadium and Union of Youth Federation of Cambodia (UYFC), National Sports Training Center, Royal University of Phnom Penh (RUPP) and Naga World II.
The Morodok Techo National Stadium on the outskirts of Phnom Penh is the venue for eight events, namely athletics, swimming, wheelchair basketball, sitting volleyball, table tennis, badminton, blind football and volleyball for the disabled.
The Vietnamese sports delegation to the event consists of 164 members, including 122 athletes. The Vietnamese athletes will compete in eight out of 13 sports at the tournament, namely track-and-field, swimming, weightlifting, badminton, table tennis, chess, judo, and boccia.
Vietnam is set to win 50-55 gold medals and named among the top four countries in the medal tally at the event.
At the 11th ASEAN Para Games in Jakarta, Indonesia, last year, Vietnam claimed 183 medals, including 65 golds, 62 silvers and 56 bronzes, ranking third on the medal tally.
