The visit is of historic significance, marking the first time a Party General Secretary of Vietnam has visited the Philippines. Taking place as the two countries prepare to celebrate the 50th anniversary of diplomatic relations, the trip reflects the importance both Vietnam and the Philippines attach to their strategic partnership.

Vietnam and the Philippines officially established diplomatic ties on July 12, 1976, although bilateral trade link date back to the 15th century. Since Vietnam joined ASEAN in 1995, bilateral relations have entered a new stage of growth across multiple sectors. Recognizing evolving regional political, economic, and security dynamics, as well as the goal of building the ASEAN Community, the two countries established a strategic partnership in 2015. This framework has enabled them to build on their respective strengths, promote shared development, and contribute to peace, stability, and prosperity in the region.

Grounded in friendship, equality, mutual respect, and shared interests, Vietnam - Philippines relations have continued to deepen and become more substantive and effective.

Political trust has been strengthened through regular high-level exchanges and cooperation across Party, State, Government, National Assembly, and people-to-people channels. Both countries have actively advanced existing bilateral cooperation mechanisms and implemented signed agreements. They have completed the Action Program for the Implementation of the Strategic Partnership for 2019–2024 and are commemorating the 10th anniversary of the strategic partnership in 2025. 

Economic cooperation has also made steady progress. Bilateral trade reached USD 7.8 billion in 2025, while the Philippines has remained one of Vietnam’s leading rice export markets. Given the strong political relationship and the potential of both economies, economic cooperation still offers significant opportunities for further growth.

The two countries have also expanded cultural exchanges and people-to-people ties, reflected in the increasing number of Philippine visitors to Vietnam and the growing number of direct flights between them. In addition, Vietnam and the Philippines regularly coordinate positions on regional issues within ASEAN and other multilateral forums, coordinate on candidacies and elections within international organizations, and support one another as ASEAN candidates.

Over the past five decades, despite changes and challenges, Vietnam and the Philippines have remained good friends and trusted partners. The two nations are connected by shared values, a common vision, and a mutual commitment to addressing regional and global challenges while working together to build an independent, self-reliant, and resilient Southeast Asia and a united, sustainable ASEAN Community.

The strong foundation of friendship, goodwill, and mutual trust built over the past 50 years provides every reason to believe that General Secretary and President To Lam’s visit will be a success. The visit is expected to mark an important milestone in advancing the Vietnam - Philippines strategic partnership and making it stronger, more substantive, and more effective in the years ahead.
