The event, which was opened in Hanoi on December 26, was attended by Party General Secretary Nguyen Phu Trong; Member of the Politburo and Minister of Public Security, Senior Lieutenant General To Lam; and members of the Party Central Committees, representatives of ministries and Central agencies.

Delegates of agencies and units under the Ministry of Public Security (MPS) also participated in the meeting. 

Senior Lieutenant General Bui Van Nam, Deputy Minister of Public Security, delivered a report on the task performance and achievements of the force in 2016.

The year of 2016 has seen a complicated situation in the region and world. It is also the first year when the entire Party, people and armed forces, including the Public Security Force, have started realizing the Resolution of the 12th National Party Congress.

Thanks to the sound leadership of the Communist Party of Vietnam (CPV), the Government, the effective coordination among ministries, the support and assistance from the people, the Public Security Force has successfully fulfilled all assigned tasks and achieved the set objectives and goals, contributing to maintaining political stability, creating a secure, safe and favorable environment, serving national socio-economic development and foreign affairs of the country.

In implementing its missions, the force proactively grasped, analyzed and evaluated the situations; made precise forecasts on developments of the situation so as to offer good and timely proposals to the Party and State on outlining various strategies and policies relating to politics, foreign affairs, and socio-economy. The force succeeded in protecting the country’s important political targets and national events, particularly the 12th National Congress of the CPV, and the elections of deputies to the 14th National Assembly and People's Councils at all levels in the 2016-2021 term.

In terms of police work, the force well performed their missions in investigating and combating economic crime, corruption, drug trafficking as well as environmental and hi-tech crimes. Additionally, relevant units under the MPS deployed comprehensive measures to maintain traffic order and safety, reducing traffic accidents, and to improve the effectiveness of the ministry’s State management over the work of fire prevention and fight.

Meanwhile, in a report reviewing the 2001-2016 period's implementation of the Directive by the Minister of Public Security on "Strengthening the mass mobilization work of the People's Public Security Force," Lieutenant General Nguyen Van Son, Deputy Minister of Public Security stressed, "The force’s mass mobilization work has achieved fruitful results, reinforcing the close-knit relationship between the force and the people. Public security officers and soldiers have become more aware of the importance of the mass mobilization work; as a result, more public security officers and soldiers have joined mass mobilization activities, promoting the effectiveness of the work and mobilizing more people to participate in the protection of security and order at the basic level."

For great achievements obtained by officers, soldiers, units and the whole Public Security Force, some 148,529 individuals and organizations under the MPS have been honored by the Party, State and the MPS, and a large number of outstanding examples of brave police officers in fighting crime have been acknowledged by MPS agencies and units. Deputy Minister Nguyen Van Son reiterated the public force's 2017 action slogan, “Innovative, Proactive, Disciplined, Responsible and Efficient.”

On behalf of the Party and State, Party General Secretary Nguyen Phu Trong praised and congratulated the comprehensive achievements obtained by the Public Security Force over the past years. Regarding the objectives, tasks and solutions mentioned in the reports at the conference, General Secretary Nguyen Phu Trong underlined a number of key points that the Central Public Security Party Committee and leaders of the MPS should focus its leadership and direction on in the future. He underscored that the Public Security Force should always put itself under the direct and comprehensive leadership of the Party; should be absolutely loyal to the Party and Fatherland; and should well serve the people, in every context.

On behalf of the Central Public Security Party Committee, leaders of the MPS and all generals, officers, non-commissioned officers and soldiers of the Public Security Force, Minister of Public Security To Lam expressed his deep thanks to the Party General Secretary for his directions and suggestions, pledging that the Central Public Security Party Committee will grasp the Party Chief’s guidance and develop his directions into action programs and concrete plans for the forces to implement in the future.
