The congress marked the 80th anniversary of the People’s Public Security force (August 19, 1945–2025), the 20th anniversary of the "Whole people safeguarding the Fatherland's security" festival (August 19, 2005–2025), and the 80th anniversary of the August Revolution (August 19) and National Day (September 2).

The PM highlighted the force’s devotion and sacrifice for the nation and the people, and outstanding performance in all aspects.
Beyond daily duties, police have offered strategic counsel on security and development, safeguarded national interests, dismantled transnational criminal gangs and groups, and curbed crime. They have also expanded diplomatic efforts, including international missions in Turkey and Myanmar, earning praise for their professionalism.
The force continues to advance institutional and legal reforms, supports vulnerable communities, and contributes to building a modern, just legal system.
These accomplishments have created a favorable environment for national development and contributed significantly to strengthening the country’s foundation, capabilities, international standing, and reputation, the PM stated.
He noted that in the recent years, the force has shown a strong renovation in reformed management methods, strengthened public service ethics, and contributed significantly to national security and socio-economic development. Its pioneering role in digital transformation includes Project 06, the National Population Database, Digital Identity Systems, and the National Data Center, noted the PM.
Thousands of outstanding individuals have emerged during the “For National Security” emulation movement, with many officers and units honored for their bravery, intelligence, and commitment. Notably, 44 individuals and collectives have been awarded with the Hero of the People’s Armed Forces title, 78 received Military Exploit Orders. As many as 735 Feat-of-Arms Orders, and more than 3,000 Fatherland Protection Orders were also presented. In recognition of its legacy, the People’s Public Security force was awarded the Gold Star Order for the fifth time.
PM Pham Minh Chinh praised their loyalty, discipline, innovation, and strong sense of public duty of the force.
He acknowledged the vital role of the “For National Security” emulation movement in refining national security strategies and fostering broad-based participation. The 246 individuals honored at the congress represent a force that stands as both “steel shield” and “pillar of peace.”
Paying tribute to over 60 officers who lost their lives and thousands injured in the last five years, he expressed heartfelt gratitude for their ultimate sacrifices in defense of national peace.

He emphasized that in Vietnam’s new development phase, the force must prepare for increasingly complex challenges. Their mission is more demanding, yet more noble and meaningful than ever, he stressed.
Guiding the Force into the Future
The Prime Minister urged the force to uphold its traditions while embracing reform, innovation, and unity, building a “people’s security posture” rooted in trust. Security, order, and safety must be safeguarded to ensure national peace and development.
He called for a holistic approach integrating defense, economic, and social goals, with a focus on human security, rights, and dignity, while detecting and combating all kinds of crimes, prioritizing prevention and real-world outcomes. The ultimate goal - peace and happiness for the people, he said.
The PM also underscored the need to enhance public administration in security and order, adopt digital tools, and ensure service delivery with right regulations, right deadlines, and right service spirit.
He reminded the People’s Public Security to focus on building a pure, strong, regular, elite and modern force, especially at grassroots level.
At the congress, Minister of Public Security General Luong Tam Quang officially launched the “For National Security” emulation movement for the 2025–2030 period.
