Addressing the 28th meeting of the Central Steering Committee on Prevention and Control of Corruption, Wastefulness and Negative Phenomena, the Party leader called for the quick consolidation and enhancement of the operational effectiveness of the provincial-level steering committees, and the agencies responsible for combating corruption, wastefulness, and other wrongdoings in localities after mergers and reorganizations.

He required efforts to rectify the mindset of passivity, dependence on higher authorities, shirking responsibility, and delaying the settlement of tasks, thus causing bottlenecks, and wasting time, effort, and financial resources of the State, the people, and businesses.
The Party chief highlighted the importance of focusing on completing the review and full institutionalization of the Party’s policies and viewpoints on preventing and combating corruption, wastefulness, and other misconduct issued since the 13th National Party Congress. In particular, he called for the swift revision of the Law on Thrift Practice and Wastefulness Prevention, the Law on Anti-Corruption, and other related laws, as well as the amendment and supplementation of outdated technical and economic standards to ensure consistency, feasibility, and alignment with the country’s development.
He also urged the prompt completion of reviews to identify causes of and propose specific solutions to delayed, prolonged, low-efficiency projects at risk of causing losses and wastefulness. He directed efforts to definitively remove obstacles facing two central hospital projects, renewable energy projects, and the tidal flood control project in Ho Chi Minh City.
There is a need to promote the application of science, technology, digital transformation, and administrative reform to limit direct contact and prevent corruption and misconduct in public service, General Secretary To Lam stressed, calling for the urgent development, connection, and sharing of national data, integrating databases of ministries, sectors, and localities to ensure consistency, and easy access for inspection, supervision, auditing, and monitoring, thereby enabling early detection, warning, and timely prevention of violations.

In the first half of 2025, the Party Central Committee, and its Politburo and Secretariat issued over 100 documents on Party building and the prevention and control of corruption, wastefulness, and other negative phenomena. The National Assembly amended several articles of the 2013 Constitution, and passed 38 laws and 45 resolutions. The Government revised, supplemented, and issued over 300 decrees, resolutions, and directives, while ministries, sectors, and localities issued more than 3,277 documents.
Party committees and inspection commissions at all levels disciplined 230 Party organizations and 7,235 Party members. The Politburo, the Secretariat, and the Party Central Committee’s Inspection Commission issued disciplinary measures against 11 officials under their management.
Through inspections and audits, proposals were made to recover and handle 9.53 trillion VND (364.5 million USD) and 617 hectares of land; and impose administrative measures against 381 collectives and 1,083 individuals. Meanwhile, 28 cases with signs of crime were transferred to relevant agencies for investigation and handling according to regulations.
Legal proceedings started on 1,776 cases involving 4,038 defendants for corruption, economic and position-related crimes.
