“Besides corruption, we should be aware of another not less dangerous ‘enemy’ which is wastefulness, the consequences of it are even more serious than that of corruption,” said deputy Nguyen Anh Tri of Hanoi.

He noted that there are many forms of wastefulness, including intangible ones such as the waste of time and opportunities caused by the negligence and lack of responsibility of Government officials and public employees.
The deputy called for suitable sanctions in order to enforce substantive measures to prevent wastefulness and promote thrift practice.
Sharing the view, deputy Nguyen Minh Duc also of Hanoi said Government reports rarely mentioned wastefulness in a specific manner such as the scale of the problem, in which fields or how to recognize it.
He cited as an example the wastefulness in urban development, when the authorities of many localities gave permission for the construction of large numbers of housing projects, without considering the high density of population which put pressure on the local infrastructure, causing traffic jams and subsequently great waste of time, resources and fuels.
The deputy proposed some solutions to address wastefulness, one of which is to improve macro-economic management and define long-term and short-term priorities in order to design suitable plans for the best interests.
Planning and forecast work should be bettered, along with intensifying administrative reform, cutting administrative expenses, streamlining licences, and tightening management of public assets, he said.
The issue of corruption continues to draw attention.
Deputy Hoang Van Hung of Thai Nguyen province emphasized that voters pay special attention to corruption, particularly the recovery of assets, urging more detailed reports on the anti-corruption fight.
Inspector-General of the Government Le Minh Khai shared the view that recovering lost assets is the most important point in fighting the evil.
“In order to recover the lost assets, it is important to timely detect the violations,” he said, stressing that the Government Inspectorate and inspection agencies in localities should increase inspection and check to timely discover corruptible acts and take deterrent measures.
