Attending the provincial Party Organisation’s 17th Congress for the 2020-2025 tenure on October 2, Ngan emphasised that the province needs to prioritise investment in projects that boost socio-economic growth and improve its business climate and competitiveness index.
Local authorities, she said, should follow a sustainable economic growth structure that fosters its agro-forestry strengths, with a focus on the development of the agricultural economy, technological application in the production, processing, and distribution of farm produce, and trademark development and trade promotion, among others.
The top legislator urged the province to effectively implement the “One Commune One Product” programme, develop agriculture in association with community-based tourism, tap the potential of the Hoa Binh Reservoir National Tourism Area, and mobilise concerted efforts for new-style rural building work.

She said it is necessary for the locality to boost its activities for better social welfare, public health care, and population quality, and underscored the importance of educational quality improvements and ethnic cultural conservation.
Environmental protection and natural disaster prevention and control are also needed, the NA chief added.
She also requested Hoa Binh ensure security and defence, enhance international integration, continue Party building work, and streamline its political apparatus, among other tasks.
The congress convened on October 2, gathering 347 delegates representing over 67,000 local Party members in the province.
According to a report presented, Hoa Binh grew 7.59 percent on average annually between 2015 and 2020. Per capita gross regional domestic product (GRDP) is estimated at 63.8 million VND - 1.6 times higher than in 2015. The local economy, however, is yet to be sustainable, with a small economic scale and low industrial development.
