Looking back upon the years, in various positions, President Tran Dai Quang always paid special attention to the public security forces and military. As the Minister of Public Security, he directed the public security forces to well perform the guidelines and policies of the Party, State and closely coordinate with the military in protecting national security and social order. Under his leadership, the public security forces and the military promoted their key roles in firmly protecting national independence, sovereignty, and territorial integrity. Units of the public security forces and military closely coordinated in ensuring absolute safety for important political, cultural, foreign relations events; making proposals to the Party, State in dealing with complicated incidents related to national sovereignty, national security, and social order. The two forces have stood side by side in foiling the “peaceful evolution” and “overthrow” plots of hostile forces, creating favorable conditions for the socio-economic development of Vietnam, improving the position of the country in the international arena. He closely directed public security units to regularly contact the military to promptly support each other in carrying out tasks assigned by the Party, State and people.

Becoming the State President in April 2016, as Chairman of the National Defense and Security Council and permanent Member of the Central Military Commission, he spent much energy and time building the strong people’s armed forces. Visiting the Ministry of National Defense in October 2017, he gave clear and profound instructions on the building of the military and strengthening of the defense and security posture at the national and locality-level.

In almost all inspection trips to military units, President Tran Dai Quang always paid much attention to the consolidation of the defense posture and the building of a powerful military. He required the Central Military Commission and the Military of National Defense to comprehensively cover all aspects in leading and directing the military. The military is to closely coordinate with other forces to grasp the situations and make precise forecast and sound proposals to support the Party and State in making policies and devising mechanisms on defense and military affairs, while practicing wise measures to solve sensitive problems and complicated defense and security situations, keeping an environment of peace and stability for national development.

President Tran Dai Quang also attached special importance to defense relations work, spending time receiving military delegations from other countries and giving directions to conferences on defense relations. He always stressed that defense relations work and active expansion of friendly relations with other countries should be strengthened, contributing to defending national independence, sovereignty, national interests and increasing the defense power and Vietnam’s position and the Vietnam People’s Army’s role in the international arena.

Though busy, President Tran Dai Quang spent time encouraging and paid inspection trips to a lot of military units, including Military Region 4, the Vietnam People’s Navy, the Vietnam Border Guard Command, Army Corps 4, the Signal Corps, Coast Guard Region 3, to name but a few. Especially, during special events and national holidays, he often visited military units and presented gifts to troops stationed in remote areas. For troops in the whole military, President Tran Dai Quang was not only a State leader, but also a friendly, close and wholehearted comrade, who always encouraged and believed in generations of military people. When talking to military units, he always gave close advice and clear instructions depending on particular missions of each unit.

The advice of the State President towards commanders in particular and troops in the whole military in general was from the bottom of his heart as he had gone through more than 40 years of working in the armed forces. The advice was of a senior revolutionary and his wish for a powerful army, the one originating from the people, ready to fight and make sacrifices for the people. His encouragement and advice serve as a strong source of power for the whole military to surpass difficulties and hardships to fulfill all missions.

President Tran Dai Quang passed away; however, the image of a friendly, simple, and dear President is forever an example for troops to follow. The whole military will keep in mind his advice and encouragement to restlessly strive to fulfill all missions assigned by the Party, State and people.
