Having a large population is a strength, a national advantage, and a valuable resource for the cause of national construction and defense. More than 100 million people is an abundant human resource, a resource of brainpower, a resource of a large consumer market that many countries dream of. Vietnam's human resources are the depth of national power! Unlike natural resources which are exhausted when being exploited, the national human resources get richer when they are paid more proper care and exploitation.

We are living in the era of many changes, risks, difficulties and challenges with great problems posed for each country. Global issues, traditional and non-traditional security challenges have been developing complicatedly, threatening stability and sustainable development. Conflicts and divisions continue in many regions. Geopolitical tensions are increasing. In the context of common difficulties facing the global economy, Vietnam's economy has also encountered with many challenges. Its GDP growth in the first half of 2023 was only 3.72%, requiring the country’s great efforts to achieve its GDP goal of 6.5% for the whole year, laying a foundation for achieving all goals set for the 2021 - 2026 period in accordance with the Resolution of the 13th National Party Congress.

To this end, it needs to bring into full play human resources. First of all, it is necessary to effectively realize the Party and State’s policy to attract and use talents and implement appropriate remuneration and salary policies. In addition, it is necessary to improve the quality of education and training to develop high-quality human resources. The education and training work not only provides professional knowledge and skills for human resources, but also cultivates ethics, sense of responsibility, culture and character of the Vietnamese people. Multiplying each Vietnamese's love for the Fatherland, national pride and trust in the Party, State and the socialist system is also necessary. That is a great source of strength to help our country brave all difficulties.

Our military is completely a reliable support, absolutely loyal to the Party, State and people. Over the past time, the military has been politically-strong, elite, compact, and strong, meeting the Fatherland defense task requirement in the new situation. In particular, the human factor is always emphasized. Officers and soldiers in the whole military always strive to perform their assignments well, pro-actively study and combat signs of “self-evolution,” and “self-transformation,” make active contribution to the national building cause and upholding of a peaceful and stable environment, and stay ready to safeguard the Fatherland.

In the past, with a population of more than 20 million people, Vietnam made the resounding August Revolution to regain independence. Now, with the population reaching over 100 million people, the country has adequate potential to carry out even greater tasks to accelerate the country's development. To do that, each of us needs to exert utmost efforts to work, study, and contribute to the common work, to turn Vietnam into a developed, high-income country by 2045.
