The event also saw the attendance of Director of the General Department of Political Affairs General Luong Cuong and Chief of the General Staff Senior Lieutenant General Nguyen Tan Cuong.

In April, under the leadership and direction of the Central Military Commission (CMC)’s Standing Committee and Ministry of National Defense (MND), the whole military has comprehensively carried out military and defense missions.

In detail, the whole military has strictly maintained combat readiness duties; closely followed situational developments; and made recommendations to higher levels to deal with circumstances in a timely manner, while firmly safeguarding national sovereignty over sea, islands, and border and coordinating with other forces to maintain security in the whole country.

The whole military has conducted training activities, exercises, defense competitions, enhanced intensive practice for the parade in celebration of the 70th anniversary of the Dien Bien Phu Victory, and ensure safety of the forces maneuvering to Dien Bien province for the big event.

Agencies and units in the whole military have successfully organized the 8th Vietnam-China Border Defense Friendship Exchange; effectively implemented the Party and political work, logistics supplies, technical services, and defense industry tasks, meeting the task requirements. Troops have stayed ready and heightened their determination to receive and accomplish all assigned missions.

In his concluding remarks, General Phan Van Giang praised the sense of responsibility of chains-of-command at all levels and high determination of officers and soldiers in the whole military to complete all assignments in April.

In the next month, the defense minister required the whole military to strictly maintain combat readiness regulations; thoroughly grasp and accurately evaluate the situations to give timely advice to higher levels; team up with other forces in border management and protection and security and order assurance nationwide, especially during the upcoming national holidays on April 30 and May 1, and the 70th anniversary of the Dien Bien Phu Victory.

General Phan Van Giang also noted that relevant agencies and units should make good preparations for the 15th National Assembly’s upcoming seventh session to approve the Draft Law on Defense and Security Industry, and Industrial Mobilization and the Law on People’s Air Defense; enhance patrols to prevent and control illegal exit and entry; and ensure smooth communication for the tasks, among others.

Also, the whole military should synchronously implement measures to raise the quality of training, education, exercises and defense competitions; conduct “three-explosions” tests for new recruits; well prepare for the defense shooting competition for the whole military and militia and self-defense force in 2024 and the Volleyball Tournament-Military Cup Open; and complete the project on the parade to mark the 80th founding anniversary of the National Day, to name but a few.

Regarding the ceremony to mark the 70th anniversary of the Dien Bien Phu Victory, General Phan Van Giang required relevant agencies and units to pay attention to taking care of the participating forces, maintain an adequate supply of weapons, equipment, vehicles, and uniforms for the parade formations, and ensure absolute safety for personnel and vehicles.
