During the conference, delegates from Military Region 7 and provinces such as Dak Nong, Lao Cai, Thanh Hoa, Ca Mau, Quang Ngai, and Thai Nguyen presented reports on the results of constructing self-defense unit models. The reports highlighted the advantages and difficulties encountered in building self-defense forces, offering valuable lessons and solutions to enhance the quality of local defense and self-defense work. Many delegates emphasized the importance of strengthening the leadership and guidance of party committees, authorities, and military agencies at all levels in implementing the construction of self-defense forces based on specific models. This includes strict adherence to registration and management systems for self-defense forces, proper personnel selection according to regulations, innovative training programs, content, and methods, and improved political education to enhance overall quality and combat readiness.

In his speech at the conference, Senior Lieutenant General Nguyen Tan Cuong emphasized that building self-defense forces is a consistent policy of the Party and the State. To institutionalize the Party's viewpoint and improve the overall quality of self-defense forces to meet the task requirements in the new situation, the National Assembly enacted the Law on Self-Defense Forces in 2019. To promptly and effectively implement the law, the Ministry of National Defense has instructed military regions and localities to establish models of self-defense units for exchanging experience, learning from each other, and expansion of the models. After more than three years of implementation, the units and localities have successfully built 292 models of self-defense units, essentially meeting the planned objectives. Localities have focused on addressing various challenging issues, and particularly, many innovative models have been reported in Military Region 7, such as the establishment of self-defense units at land border combat posts adjacent to residential areas and border guard posts. On behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Nguyen Tan Cuong commended the achievements of the selected localities and units in constructing these models.

The Chief of the General Staff suggested that agencies, units, and localities continue to fully grasp and effectively implement the Party's directives, State's policies, and laws. They should continue to build comprehensive and robust defensive areas at the provincial and district levels, ensuring close coordination among local military agencies, police forces, and relevant agencies to pro-actively grasp situations, provide timely advice, and effectively handle defense and security situations, avoiding being put in passive situations and taken aback. Efforts should be made to improve the training quality of militia and self-defense forces, ensuring good use of various weapons and equipment. Attention should be given to ensuring the local defense budget, particularly ensuring benefits and policies for the militia and self-defense forces. Good implementation of military homefront policies and policies for those who have contributed to the nation should also be ensured.
