This annual delegation exchange program is part of the cooperation contents agreed between the Vietnamese and Lao militaries. The program is to strengthen the friendship, solidarity, and mutual understanding between the young officers of the two countries, contributing to preserving and developing the comprehensive cooperative relationship between the two states, two peoples and two militaries.
Within the framework of the program, the delegation of young officers of the Vietnam People’s Army paid a courtesy call on leaders of the General Department of Political Affairs of the Lao People’s Army.
At the meeting at the Headquarters of the Lao Ministry of Defense, Deputy Chief of Laos’ General Department of Political Affairs Lieutenant General Volarsan Vilathdavong briefed the visiting delegation on the establishment, development, and missions of the Lao People’s Army and Laos’ training models for young officers.

Lieutenant General Volarsan Vilathdavong and young officers together recalled the glorious revolutionary history and close relationship between the two countries. He also agreed on contents proposed by young officers for exchange and cooperation activities in 2023.
Speaking at the working session, Senior Colonel Tran Viet Nang, Head of the Military Youth Advisory Board and Head of the Vietnamese delegation, said that the Vietnam – Laos Young Officer Exchange is one of the practical activities held in the Vietnam – Laos, Laos – Vietnam Friendship Year 2022 to mark the 60th anniversary of the establishment of the Vietnam - Laos diplomatic ties, and 45 years of the signing of the Vietnam - Laos Treaty of Amity and Cooperation.
Affirming the significance of the exchange program, Senior Colonel Tran Viet Nang said that the event is to educate young people of the two countries and raise young military officers’ determination in preserving and developing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos. At the same time, it is also an opportunity for young officers of the two countries to exchange and share experience in conducting youth movements in the military.
The same day, the delegation of young officers of the Vietnam People’s Army laid flowers at President Kaysone Phomvihane’s monument and visited Kaysone Phomvihane Museum.

Within the framework of the program, young officers of the Vietnam People's Army will have exchange with Laos’ agencies and units and visit historical sites and scenic spots.
The highlight of the program is the seminar, themed “Sharing Truong Son range - Deep friendship,” with the participation of Chiefs of the General Departments of Political Affairs of the Vietnam People's Army and the Lao People's Army. The event will take place on November 18.
