The Vietnamese delegation was headed by Lieutenant Colonel Hoang Tuan Anh, Second-in-command of the Border Post of Ma Lu Thang Border Gate, while the Chinese side was led by Jiang Xingshun, deputy head of Jin Shuihe Border Exit and Entry Checkpoint.

This was the first time the border guards of Vietnam and China had organized an exchange and sharing of expertise. During the event, both sides focused on discussing and exchanging experience in handling various issues. They also emphasized the need to enhance cooperation in law enforcement and the fight against cross-border crimes.

The two sides also visited and learned about the subjects, border inspection and control activities, and essential procedures for Chinese citizens to enter Vietnam through Ma Lu Thang Border Gate. Delegates also toured Ma Lu Thang and Jin Shuihe Joint Checkpoints.

Speaking at the exchange, Lt. Col. Anh emphasized that the event aimed to realize the Memorandum of Understanding signed during the 17th provincial-level dialogue between the delegations of the Border Guard Command of Vietnam’s Lao Cai, Lai Chau, Dien Bien, Ha Giang provinces and China’s Yunnan provincial  Border Exit and Entry General Checkpoint on September 12, 2023, the Memorandum of Understanding on professional work in the first quarter of 2024 between the border posts of Ma Lu Thang, Si Lo Lau, Thu Lum, Y Ty Border Gates and Jin Shuihe Border Exit and Entry Checkpoint, signed on April 26, 2024.

This meeting was also to strengthen cooperative and friendly relations between the two sides, improve the quality and effectiveness of border gate management and control between the Border Post of Ma Lu Thang Border Gate and Yunnan provincial Border Exit and Entry General Checkpoint, promptly exchange situations related to border gate management and control work and the fight against crime.
