During the meetings, both sides reaffirmed their commitment to strengthening the great friendship, special solidarity, and comprehensive cooperation between the two parties, states, and militaries of Vietnam and Laos. In the defense field, they agreed to implement the agreed contents between the two defense ministers in the cooperation plan for 2025.

Congratulating Senior Lieutenant General Khamliang Outhakaysone on his appointment as Lao Defense Minister, Senior Lieutenant General Hoang Xuan Chien expressed his hope that in his new position, Senior Lieutenant General Khamliang Outhakaysone would lead the Lao People’s Army to further develop and strengthen the cooperative relationship between the two militaries.
Senior Lieutenant General Hoang Xuan Chien conveyed the greetings and congratulations from Vietnamese Defense Minister General Phan Van Giang to Senior Lieutenant General Khamliang Outhakaysone and all officers and soldiers of the Lao People’s Army on the occasion of its 76th founding anniversary (January 20, 1949 - 2025).

On behalf of the Vietnamese Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien thanked Senior Lieutenant General Khamliang Outhakaysone for his official visit to Vietnam and participating in the celebrations of the 80th founding anniversary of the Vietnam People’s Army, the 35th anniversary of the Whole-people Defense Festive Day, and the 2nd Vietnam Defense Expo in 2024. He also thanked Laos for sending defense enterprises to showcase products at the expo, a military band to join the Military Music Exchange Program in 2024, and an art troupe to perform at military units.
The Vietnamese deputy defense minister also informed the Lao defense leader about the outcomes of his discussions with Lao Deputy Defense Minister Lieutenant Senior Lieutenant General Vongkham Phommakone, during which both sides identified key fields of cooperation for 2025.

During the meeting, both sides agreed to direct their affiliated units to closely coordinate to implement the Vietnam-Laos Defense Cooperation Protocol for the 2025-2029 period, the Cooperation Plan in 2025, and the shared understanding between leaders of the two countries.
They also agreed to continue maintaining and promoting cooperation in many fields, including delegation exchanges at all levels, ensuring existing cooperation mechanisms such as the Vietnam-Laos Defense Policy Dialogue and the exchange program for young military officers of both countries, and U.N. peacekeeping operations, among others.
Senior Lieutenant General Hoang Xuan Chien affirmed that the Vietnamese Ministry of National Defense will support and is ready to make recommendations and help Laos during its implementation and deployment of U.N. peacekeeping forces.
On this occasion, Senior Lieutenant General Hoang Xuan Chien expressed his hope that the Lao Ministry of National Defense would continue to support and facilitate Vietnamese enterprises, including military businesses, investing in Laos in various fields such as information technology and national digital transformation, to name but a few.
