The French Defense Minister's visit takes place in the context that the Vietnam - France strategic partnership continuously develops in an effective manner. Vietnam always considers France an important partner in its foreign policy, while France highly values Vietnam's position and role and desires to further enhance the strategic partnership between the two countries in an extensive and comprehensive manner.

In the bilateral relationship, defense cooperation has been attached much importance to by leaders of the two countries and strengthened in accordance with the needs and practical conditions of each side. Recently, the bilateral defense cooperation has been fostered in a practical and effective manner, in line with the signed documents and agreements, especially the Joint Vision Statement on Vietnam - France Defense Cooperation in the 2018 - 2028 period and the amended Agreement on Defense Cooperation between Vietnam and France.

Over the past time, agencies and units of the two sides have closely coordinated and effectively carried out cooperation activities and obtained encouraging outcomes in such fields as delegation exchange, military medicine, peacekeeping operations, settlement of war legacy, and consultation. They have also shown support to each other at forums and multilateral international events.
