PM urges stronger SOE performance, tighter land oversight
Prime Minister Pham Minh Chinh has urged ministries, agencies, local authorities, and State-owned groups and corporations to take comprehensive and decisive measures to improve the performance of State-owned enterprises (SOEs), tighten land and asset management, to realize the national economic growth target of over 8% in 2025.
According to Dispatch No.191/CD-TTg issued on October 8, the PM requested all SOEs, including groups and corporations, to submit reports to the Ministry of Finance (MoF) on their business results for the first nine months of 2025 and projected figures for the whole year by October 25.

The reports must also highlight existing challenges and obstacles, along with specific recommendations and proposals to ensure enterprises fulfil their assigned growth and production targets and enhance overall operational efficiency.
Based on these submissions, the MoF will coordinate with relevant ministries and agencies to compile a consolidated report with recommendations for the PM’s guidance, ensuring the SOE sector meets its 2025 targets and contributes effectively to national growth. The report is due by October 30.
Meanwhile, provincial and municipal People’s Committees, along with State-owned groups, corporations, and enterprises managing land under Resolution No.30-NQ/TW and Conclusion No.103-KL/TW of the Politburo on restructuring and improving the efficiency of agricultural and forestry companies, are required to urgently review land originating from agricultural and forestry farms.
They are to report the current status, proposed solutions, implementation progress, and relevant recommendations to the Ministry of Agriculture and Environment (MAE) by October 25.
The MAE, in coordination with other ministries and agencies, will then propose to the PM specific directives to advance the restructuring and development of agricultural and forestry enterprises, with particular focus on effective land management, by October 30.
