Vietnamese cyclist Le Van Duan of the Vietnam USA Society English - Ho Chi Minh City team permanently won yellow and green jerseys after all.

During the 144km stage, Duan was neck and neck with Filipino cyclist Ronald Oranza. Oranza was the first to cross the finishing line after three hours 28 minutes and 56 seconds, followed by the Vietnamese cyclist. Duan had 51 points on the individual tally and gained the yellow and green jersey. However, the Fillipino cycle team retained first position on the tally.

The fourth stage, with 20 laps around the Ho Chi Minh Square in Vinh City, took place on September 5.
