GDP Deputy Chief Lt. Gen. Le Quang Minh attended and presided over the event. This is an activity to celebrate the 80th anniversary of the VPA and the GDP, the 35th anniversary of the Whole-People's Defense Festive Day, and the GDP's "Determined to Win" Emulation Congress for the 2019-2024 period.

The competition attracts the participation of 920 athletes from 30 agencies and units (including over 300 female athletes, the highest number in the last ten years). They participate in 17 events across four sports, with the women's volleyball competition held a few days prior to the opening ceremony. Unit 871 claimed the first prize in women's volleyball.

The competition aims to evaluate the quality of physical training and sports activities of the GDP’s affiliated agencies and units. According to Sr. Col. Do Thanh Binh, Head of the Training Division under the GDP’s Office, the event aims to honor outstanding collectives and individuals in the competition, and select athletes to participate in the 2024 Whole Military Defense Sports Competition.

Speaking at the opening ceremony, Sr. Col. Trinh Nhu Hue, Deputy Head of the GDP’s Office and head of the organizing panel, praised the widespread sports movement within the GDP, which has contributed to enhancing solidarity, health, and task performance.

To ensure the professionalism of the competition, Col. Hue requested that the members of the organizing panel closely direct the event, adhere to plans, and ensure absolute safety. Referees were asked to uphold fairness and impartiality in their judgments, while athletes were encouraged to uphold the spirit of "Solidarity - Confidence - Honesty - Nobility," strive for excellence, and foster a positive competitive environment.

Immediately after the oath-taking ceremony of referees and athletes, Lt. Gen. Le Quang Minh presented the commemorative flags to the participating teams.

The opening ceremony was followed by the men's and women's doubles badminton and women's tug-of-war competitions.
