Themed "The Vietnam People's Navy continues the epic song," the festival, taking place on December 2 and 3, has attracted the participation of 295 male and female performers from 10 southern naval units, which are Naval Regions 3, 4, and 5; Saigon New Port Corporation; the Naval Technical College; Brigade 189; Brigade 954; Brigade 83; Regiment 196; and Flotilla 129.

The performances in the festival focus on praising the Party, beloved President Ho Chi Minh, the heroic traditions of the Vietnam People's Army and Navy, and the aspiration to contribute to national construction and defense. They also highlight profound transformations in awareness, actions, ethics, lifestyles, discipline, and military cultural practices of naval personnel, along with the unity between the military and the people. In addition, the event honors the noble qualities of the "Uncle Ho's Soldiers – Naval Troops" in training, combat readiness, and safeguarding the national sovereignty over sea and islands.

The festival aims to evaluate agencies and units’ outcomes in implementing cultural and artistic activities, offer cultural management officers an opportunity to exchange experience, encourage participants to enhance their skills, acknowledges and honors collectives and individuals with outstanding achievements in cultural and artistic movements across the Naval Service.
In his opening remarks, Deputy Political Chief of the Naval Service Senior Captain Ho Thanh Hoan emphasized that the festival is an opportunity for units to strengthen the movement of building a robust cultural environment, thereby contributing to firmly protecting the Party's ideological and cultural foundation. It also supports the development of revolutionary, regular, elite, and modernized Navy, worthy of being the core force in safeguarding the nation’s maritime sovereignty in the new era.
