The Outline of Vietnamese Culture is compiled by late Party General Secretary Truong Chinh.

The documentary has four parts. The first part affirms values of the outline over the past 80 years, the Party’s far-sightedness about the position, role, and importance of culture in the revolutionary cause of the nation. It is a document with great historical values and is considered the Party's Manifesto on a national, scientific, and public culture.

The second part is about contents of the outline and the Party’s resolutions over the past 80 years on culture development. It also affirms the right revolutionary path that the Vietnamese Party and people have chosen and shows present generations’ deep gratitude for forebears who made great contribution to national construction and defense cause.

The third part talks about the application, supplementation, and improvement of the Party's viewpoints and guidelines on culture in the 1943 Vietnamese Cultural Outline reflected in the Party's documents over the periods and achievements that Vietnamese culture has gained under the leadership and direction of the Party.

The fourth and also last part demonstrates the determination to actualize the Resolution of the 13th National Party Congress on culture, the Politburo’s conclusion 76-KL/TW, Party General Secretary Nguyen Phu Trong’s direction at the national cultural conference in 2021, and other directives on culture of the Party and State.

The documentary is directed by Nguyen Quy Manh Minh from the Vietnam National Documentary Film Studio and is scheduled to be broadcast at 8.30p.m. on February 27 on Vietnam Television Channel 1 (VTV1).

On the occasion, a film week to mark the 80 years of the Outline of Vietnamese Culture will be held from February 25 to March 3 across the country.
