Dao Phuc Loc, with the alias of Hoang Minh Dao, was born in 1923 in Mong Cai city, Quang Ninh province. He soon joined the patriotic students’ and youths’ movement and was admitted to the Communist Party of Vietnam in 1939. He had been appointed to many important positions such as head of the first intelligence agency of the Vietnam People’s Army, head of the Southern intelligence agency, Political Commissar of the Saigon Commando Force, and more.

He sacrificed his life in 1969 when carrying out his duty. Loc was honored with the “Hero of the People’s Armed Forces” title and was posthumously awarded the Ho Chi Minh Order.

At the seminar, delegates delivered over 20 speeches highlighting the virtue of this resilient communist, who had been always loyal to the Party, and a contributor to the development of the intelligence sector of the Vietnam People’s Army. In addition, several books about the heroic martyr were exhibited during the event.
