In order to remove bottlenecks to promote sci-tech development, the Ministry of Science and Technology developed a draft resolution on piloting several policies in support of research and development activities. The document was submitted for approval at the 15th National Assembly’s 9th extraordinary session. The Ministry of Information and Communications, along with IT and telecommunications businesses, anticipate innovations that contribute to Vietnam's prosperous development in the new era.

Opportunity for national development

Minister of Science and Technology Nguyen Manh Hung, former Minister of Information and Communications, underscored the significance of the resolution, as it assigns key corporations to undertake major digital transformation projects and gain control of strategic technologies. He described this as one arrow hitting two targets – both mastering the digital transformation process and technology while forming tech giants in the country.

Under the resolution, the Party chief outlined the missions that the State must focus on, namely completing legal institutions for breakthroughs, creating a rich human resources pool, and ensuring security and safety to protect data, intellectual property rights, and national sovereignty while fulfilling national defense and security.

With these measures, Resolution No.57 will remove barriers as affirmed by General Secretary To Lam, who underscored the need to avoid situations where "the top rolls out carpet while the bottom lays out nails."

Seizing opportunities

Head of digital transformation at MobiFone Corporation Nguyen Tuan Huy, noted that Vietnam's IT and telecommunications community sees many opportunities arising from Resolution No. 57, with 2% of GDP to be allocated for research and development and 3% of the national budget for innovation, science, technology, and digital transformation.

Resolution No.57 sets the goal for Vietnam to achieve nationwide 5G coverage by 2030. 

The resolution aims to bring Vietnam to Top 3 in Southeast Asia and Top 50 globally regarding digital competitiveness. Besides, Vietnam plans nationwide 5G coverage by 2030, completion of smart city deployment in centrally-run cities, and attraction of three leading global technology organizations to establish headquarters and R&D production facilities in the country. Within these objectives, Vietnam's IT and telecommunications community sees numerous opportunities to engage in emerging technologies such as semiconductors, nanotechnology, quantum computing, Internet of Things (IoT), artificial intelligence (AI), cloud technologies, and big data.

According to Vice President of the Vietnam Software & IT Services Association Ngo Dien Hy, with the resolution, local firms will have more opportunities to develop smarter solutions serving all sectors, with applications in business production processes and citizens' daily lives.

In the national digital transformation effort, digital technology enterprises not only bear the responsibility for building and developing digital infrastructure but also pioneer the "Go Global" strategy and the "Made in Vietnam” initiative, creating Vietnamese technology products and solutions to address domestic and international challenges.

The workforce in 2025 is projected to reach 53.2 million people, with the agricultural labour rate sharply decreasing to approximately 25.8%. While workforce quality improves, an estimated 70% of workers will receive training. Against this backdrop, digital firms should pay due heed to developing products for "niche" markets, while delivering more solutions to retrain the redundant workforce, increase incomes, and help Vietnam escape the middle-income trap to become a high-income country.

The Government on January 9 issued Resolution No. 03 on an action program to carry out Resolution No.57. Chairman and General Director of Viettel Group Tao Duc Thang said bottlenecks in the development of institutions must be removed while suggesting measures to enhance the effectiveness of science and technology funds and the ability to attract large global technology companies to Vietnam to strengthen international cooperation.

Regarding high-quality human resources training, he proposed that universities create funds to enable students to study abroad, explore new ideas, work overseas for a period, and then return to serve the country.

The year 2025 marks a crucial milestone - a year of acceleration, breakthrough, and completion of the the 2021-2025 socio-economic development plan. For science, technology, innovation, and high-quality human resources to drive the national growth target of at least 8% in 2025, creating a solid foundation for double-digit growth in 2026-2030, the Government must demonstrate its highest determination and greatest efforts to implement Resolution No. 03 effectively, bringing about revolutionary changes to Vietnam's economic growth indicators.
