PANO – Trung Son hamlet is a border area of Truong Son commune, Quang Ninh district, Quang Binh province, and is home to the Bru-Van Kieu ethnic minority people. In flooding season, the hamlet is usually isolated by flood water, causing difficulties to local people in doing business and updating useful information every day.

In order to help raise local residents’ living standards, the Youth Union chapters of the Information Technology Center and To Quoc Online Newspaper launched a project to build a library with 3,000 books and 500 audio books at the hamlet.
