The association gathers former members of Vietnam’s armed forces, those who used to work as youth volunteers and conscripted labourers during the liberation war in Vietnam, and former defence workers along with their family members.

The consul general asked the association to serve as the nucleus of solidarity in the Vietnamese community in Sverdlovsk and work to establish links with Russian friends to find and pay tribute to former Russian experts who once helped Vietnam in the national liberation war.

The congress elected an executive committee with 11 members with Truong Binh Minh as Chairman of the association in the 2019-2022 tenure.
