Determination to research, produce advanced, modern weapons and equipment

In his concluding remarks, on behalf of the Central Military Commission and the Ministry of National Defense, Gen. Giang highly praised agencies and units for their pro-activeness and strong determination in successfully fulfilling all assignments in 2025, particularly missions related to combat readiness, training, exercises, participation in parades, and the research and production of weapons and equipment.

Based on forecasts and analyses of global, regional, and domestic situations related to military and defense tasks, the defense chief asked agencies and units to pro-actively innovate, be creative, and determined to research and produce advanced, modern weapons and equipment, contributing to task accomplishments in 2026.

He requested them to stay pro-active and flexible, enhance research, forecasting, and strategic advisory capacity for the Party and the State in handling military and defense situations, avoiding passivity and surprise.

He emphasized further building of firm military region defensive posture and defensive areas; development of theoretical thinking, military art, and people’s warfare to effectively respond to various forms of warfare in new conditions. In addition, adjustment in strategic deployments, defensive plans, and operational plans in line with new administrative boundaries should be made. Training for military cadres, militia and self-defense forces should be promoted to meet the requirements in the new period.

The defense minister also asked for concentration on building a revolutionary, regular, elite, and modern military, enhancing the military’s synergy, combat strength, strictly observing combat readiness regulations, and closely managing the nation’s airspace, seas, borders, inland areas, and cyberspace; and preparing for review of one-year operation of the local military organizational system.

According to him, priority should be given to training troops to master existing weapons and equipment and new, modern ones, closely aligned with practical conditions, missions, targets, and operational areas. Additionally, efforts should be made to attract and utilize talents, and develop high-quality human resources.

The defense leader also requested realization of resolutions of the 14th National Party Congress and Party congresses at all levels for the 2025-2030 term; flexible, substantive, and effective implementation of defense diplomacy activities at both bilateral and multilateral levels; consolidation of strategic trust with neighboring countries, regional countries, major powers, strategic partners, comprehensive partners, and traditional friends; successful organization of border defense friendship exchanges with neighboring countries and the Vietnam Defense Expo 2026.

Whole military competes to effectively implement key breakthroughs

At the conference, the Organizing Committee announced the decision of the President to award the Third-class Labor Order to the Ministry of National Defense (MND) and to two individuals, namely General Phan Van Giang and Deputy Defense Minister Senior Lieutenant General Vo Minh Luong for their outstanding achievements in the emulation movement “Joining hands to eliminate temporary and dilapidated houses nationwide in 2025.”

On the occasion of the 80th anniversary of the August Revolution and National Day, the President decided to confer the First-class and Second-class Military Exploit Orders on 11 MND leaders.

The MND also announced decisions and presented awards to collectives with outstanding achievements in the emulation movement in 2025.

At the event, General Nguyen Trong Nghia, permanent member of the Central Military Commission and Chief of the General Department of Political Affairs, launched the “Determined-to-Win” emulation movement 2026 under the theme “Solidarity, discipline, breakthroughs, creativity, determination-to-win.”

Gen. Nghia asked for innovation in emulation contents and forms, building and multiplication of role models, making breakthroughs in scientific and technological development, innovation, digital transformation, as well as development of autonomous, self-reliant, dual-use and modern defense industry, and more.
