Addressing the event, General Chien affirmed that this is a meaningful and important event of Russia. This is also an occasion for Russian people to remember the heroic milestones and glorious victories of the nation during the Great Patriotic War (1941-1945), thereby educating patriotism among the youth.

The deputy defense minister noted that Vietnamese people had overcome resistance wars during its cause of national independence, freedom and national reunification. Thereby, the country always treasures the importance of peace. Together with Russia and other countries, Vietnam hopes to make active contribution to peace, stability, cooperation, and development in the region and the world.
The Vietnam - Russia relationship was inherited from the Soviet era. Over the past more than 70 years of diplomatic relations, the two peoples have treasured, preserved, and promoted the sound traditional friendship to the comprehensive strategic partnership.

Over the past time, the Vietnam - Russia bilateral defense cooperation has been enhanced and developed. Both defense ministries successfully conducted many high-ranking external defense activities, in which the Vietnamese Defense Minister attended the 11th Moscow Conference on International Security and International Military - Technical Forum (Army 2023) and held talks with his Russian counterpart. The two sides have co-held annual meetings of the Inter-governmental Coordinating Committee on the Vietnam - Russia Tropical Center, the Vietnam - Russia Intergovernmental Committee on military technical cooperation, and the Defense Strategic Dialogue at the deputy defense level.
In 2024, the two countries will celebrate the 30th anniversary of the signing of the Treaty on Principles of Friendly Relations (June 16, 1994 - 2024). Besides, Vietnam will mark the 80th anniversary of the foundation day of the Vietnam People’s Army (December 22, 1944 - 2024) and organize the second Vietnam International Defense Expo. These events have important significance in the political and diplomatic relations between the two countries.
General Chien expressed his hope that along with preserving and cultivating the Vietnam - Russia comprehensive strategic partnership, the bilateral defense cooperation relationship will be further consolidated and developed.
