PANO - The Ministry of Finance (MOF) of Vietnam and the Japan International Cooperation Agency (JICA) have organized a three-day workshop in Hanoi for 30 officials of MOF on strengthening the project management capacity with a focus on procurement skills.

This workshop, organized under the scope of the Memorandum of Understanding (MOU) between MOF and JICA to enhance capacity development on public financial management for MOF staff, is the fifth in a sequence of Project Cycle Management (PCM) training workshops with different focuses in the project cycle, for MOF staff, which were organized from 2011.

With the participatory approach, the course is specifically designed for officials of MOF to systemize basic steps in project cycle management, with customized case studies and team work. Moreover, this workshop also focuses on procurement skills and procedures as well as experience-sharing on settlement related to specific circumstances.

Emphasizing the importance of the series of the workshops, Mr. Nagase Toshio, Senior Representative of JICA Vietnam, has said that theoretical and practical knowledge on project cycle management is helpful for the MOF staff to properly manage public investment, to be equipped with the viewpoints for checking the projects, especially those supported by donors, and to serve individual needs as well as for developing the organizational capacity of MOF.

Further capacity building activities under new technical cooperation have been discussed and promoted between two agencies.  The fruitful cooperation between JICA and MOF has been part of the meaningful activities to mark the 40th anniversary of the establishment of the Japan-Vietnam friendship and 20th anniversary of Japan’s ODA to Vietnam, in 2013.
