Books are considered an invaluable treasure of the humanity, and reading books helps individuals broaden their knowledge, enhance skills, develop thinking, and shape character. Therefore, the Party and State have over the past time issued various guidelines, policies, and measures to spread reading culture to people from all walks of life, especially to ethnic minority communities.

Recognizing the importance of developing reading culture as a driving force and an essential tool in building an advanced Vietnamese culture imbued with national identity, the Vietnamese Party and State have issued various guidelines and policies. Ten years ago, realizing the significance of reading culture, on February 24, 2014, the Prime Minister signed Decision No.284/QD-TTg designating April 21 as Vietnam Book and Reading Culture Day in a bid to encourage and develop the reading movement within the community. It is more significant since April is also the month when World Book and Copyright Day (April 23) is observed to honor reading culture and encourage people around the world to read books.

Since then, Vietnam Book and Reading Culture Day has become a prominent cultural event for book lovers and the community.

To ignite young people’s passion for knowledge acquisition through reading and self-studying, Binh Thuan province has concentrated its resources on and invested in organizing various activities, including the establishment and development of libraries in schools and localities. They have designed open library systems in schools and localities with attractive and modern architectural styles to encourage not only students but also officials and lecturers to read.

Notably, the mobile multimedia library model has been effectively implemented, contributing to spreading the love for reading to all people. While carrying out the model, Binh Thuan Library has organized various activities at units and schools, such as providing books, guiding students on how to use the Internet, and extracurricular events.

According to Hoang Thi Phong Lan, Vice Principal of Dak Long Primary and Secondary School in Kon Tum province’s Dak Ha district, the Vietnam Book and Reading Culture Day 2024 has witnessed the active participation of a large number of ethnic minority students. In addition to extracurricular activities and book-related events organized by the school, Kon Tum provincial Library has organized mobile multimedia libraries to inspire young people’s love for reading.

The book and reading culture events in Lao Cai province have also attracted students. Joining the event, students from elementary and secondary schools across the province have had the opportunity to experience book displays and reading activities at the mobile multimedia mobile libraries, learn about books, be equipped with Internet access skills. The model is seen as a breath of fresh air to help students, especially those in remote areas have access to information and knowledge, thus raising intellectual levels and gradually building a reading culture at the grassroots level.

In response to the Vietnam Book and Reading Culture Day 2024, the Ha Tinh provincial Department of Information and Communications, in collaboration with the People's Committee of Ky Anh district, launched the movement in Lam Hop Primary School. On this occasion, the department, the Ha Tinh provincial Library, and various individuals and units donated bookshelves with various kinds of books to schools in remote and mountainous areas with the aim to ignite a passion for reading among students. 

Promoting the achievements of previous events, Dak Lak province has enhanced dissemination to help the public understand the important role of books and reading culture in their lives and personal development. This year, nearly 40 agencies, units, and businesses inside and outside the province have participated in and sponsored the province’s activities. Notably, in recent years, the provincial library has collaborated with agencies, units, and border posts to build dozens of bookshelves to serve the cultural and spiritual needs of the people, especially those in remote, border, and difficult areas.

The building of reading culture within the community has contributed to actualizing the Party’s guidelines and the State's policies on enhancing access to information and knowledge for people in remote, border, and mountainous areas. It has also helped narrow the cultural, economic, and social gaps among localities and create favorable conditions for ethnic minority people and those in mountainous areas to integrate, contributing to raising the quality of cultural and spiritual life as well as the productivity of the people in the communities.
