JICA supports Quang Ninh on green growth
PANO - A workshop on “Green Growth Dissemination in Quang Ninh Province” was jointly held by the Quang Ninh provincial People’s Committee and the Japan International Cooperation Agency (JICA) in Ha Long city on April 18.
This is as part of JICA’s Technical Cooperation Project for “Green Growth Promotion in Ha Long Bay Area.” The approach of the project is to introduce lessons learnt from Shiga Prefecture’s “Lake Biwa Model” to Quang Ninh province. The basic concept of “Lake Biwa Model” is to involve all stakeholders such as local authorities, communities and universities in improving and protecting water resource of Lake Biwa, which is the largest freshwater lake in Japan, as well as in promoting eco-tourism.
At the workshop, the Quang Ninh provincial People’s Committee highly appreciated the support of Shiga Prefecture and JICA, particularly on the development of the White Book, which has been published by Quang Ninh province, introducing the province’s various activities in promoting provincial green growth in collaboration with JICA Expert Team and Shiga Prefecture. The publication of the White Book was an innovative approach in raising public awareness and outreaching green growth action plan.
“Strong leadership of Quang Ninh People’s Committee is needed for policy development, such as institutionalization and establishment of a provincial funding and financial mechanism, to promote the green growth. Moreover, participation of all stakeholders from local government to local communities, from public to private sector, is the key element to effectively translate the provincial green growth policies into actions on the ground,” said Tetsuji Goto, JICA Senior Advisor.
Over the last ten years, JICA has supported Quang Ninh with various projects. In 2014, Quang Ninh was selected as a pilot province for the green growth promotion in Vietnam based on the National Green Growth Strategy and JICA started this project to help Quang Ninh transform from brown to green economy through five pilot activities. This project is expected to establish a mechanism to promote mitigation measures in collaboration between public and private sectors.
