A plenary discussion of the 16th N.A.'s first extraordinary session

Presenting a proposal from the N.A. Standing Committee, Chairman of the N.A. Committee on Legal and Judicial Affairs Phan Chi Hieu said that based on the Government's proposal, the N.A. Standing Committee recommends adding three items to the agenda: separating the Ninh Thuan nuclear power project into independent projects; mechanisms and policies for sea-reclamation urban development projects to be incorporated into the draft Law on Urban Development; and a draft N.A. resolution on reducing personal income tax and corporate income tax for individuals and businesses.

Along with the additions, the N.A. Standing Committee proposed adjusting the schedule of several related items and arranging additional working hours on some days to ensure that the overall duration of the session would not be extended.

Regarding the three newly added items, given the very short interval between group discussions and plenary debates, the committee proposed that the N.A. allow a single comprehensive report to consolidate deputies' opinions raised in both group and plenary discussions. Accordingly, the drafting agencies would provide explanations, receive and clarify deputies' views at the end of each plenary session, and incorporate them into a report before the legislature votes on the matters.

The proposal was subsequently approved by 452 of the 454 participating deputies.
