According to the proposal, the resolution aims to serve as a legal basis for opportunely dealing with difficulties and hindrances caused by legal regulations in important, priority, and urgent areas that require immediate settlement so as to unlock resources, facilitate economic development, and turn legislation into a competitive edge.
In addition, it aims to fully and opportunely institutionalize the Party’s viewpoints on the settlement of problems triggered by legal regulations, form a special process for immediately handling such issues, and ensure power control as well as corruption and misconduct prevention during the settlement.
The draft resolution stipulates three criteria for identifying difficulties and hindrances caused by legal regulations, along with five principles for dealing with those problems.
In the morning, deputies will also hold group discussions on the draft laws on mutual legal assistance in civil and criminal matters.
In the afternoon, they will continue working in group to look into the draft laws on emergency situations, transfer of sentenced persons, and extradition.
