Dung suggested Japan amend legal regulations to create a more favorable work environment for both local residents and foreigners, with their rights to income, insurance and social welfare ensured.

The minister expressed his hope that the two sides will actively prepare for professional skill and foreign language exams for interns and employees under Japan's “specified skilled workers” program.

He called on the Japanese side to offer more incentives to Vietnamese nurses and caregivers who work in the country under the Vietnam-Japan Economic Partnership Agreement (VJEPA).

For his part, Katsunobu said Japan is working on amendments to current legal regulations relating to the program receiving foreign trainees and workers, during which more attention has been paid to technical transfer and quality personnel training.

Host and guest agreed to regularly exchange experience during cooperation between the two ministries, and work together in handling human resources development issues in the time ahead.
