The Hai Ha and Dong Mai IPs are already developed, with plans underway to expand their areas, while the Dong Trieu and Northern Van Don Airport Industrial Zones will be built.

Quang Ninh plans to develop four new industrial parks. |
According to the provincial planning for the 2021-2030 period, with a vision to 2050, the Northern Van Don Airport IP will span 450 hectares, and Dong Trieu will cover 178.31 hectares. These parks are expected to provide new resources and drive economic and social development, not only for Quang Ninh but also its surrounding areas.
To attract investment for infrastructure development in these zones, the Quang Ninh provincial People's Committee is focusing on reviewing available land and making a list of projects to attract investors for technical infrastructure construction.
In addition, Quang Ninh is pushing for faster progress in infrastructure development at the Dong Mai Industrial Cluster, part of the Quang Yen Coastal Economic Zone) and Van Don Industrial Cluster in the Van Don Economic Zone.
Pham Duc An, Chairman of the provincial People’s Committee, emphasized that the development of industrial zones and clusters, along with attracting secondary investors, is crucial for driving economic growth. Coordination between the province’s Economic Zone Management Board, relevant departments, and infrastructure investors is essential to address legal procedures and resolve land clearance issues, material supplies, and utilities.
The new industrial zones expected to be operational in 2025 will attract substantial investment, boost the province's economic growth, and promote industrial investment, particularly in manufacturing, smart industries, and semiconductor production.
For example, on March 18, Lite-On Technology broke ground on the first phase of its 690 million USD electronics plant at Song Khoai Industrial Park in Quang Yen township. The factory will have a production capacity of nearly 124 million products annually, with the first phase set to be completed in this November.
At the end of February, Quang Ninh set a goal to achieve 14% economic growth, exceeding the target assigned by the Government by 2%. To reach this, the province's Resolution No.259/NQ-HDND aims to develop new IPs to attract private investment, especially foreign direct investment, boosting economic and social development.
Under the Quang Ninh’s planning for the 2021-2030 period with a vision to 2050, which was approved by the Prime Minister in February 2023, the province aims to develop five economic zones, 23 IPs, and 45 industrial clusters.
