The two sides discussed cooperation orientations, particularly in artificial intelligence (AI), digital data governance, submarine cable infrastructure, and the development of the regional digital ecosystem.
Minister Vu Hai Quan affirmed that Vietnam highly appreciates Singapore’s role in promoting ASEAN’s digital initiatives, including support for the development and implementation of the ASEAN Digital Masterplan 2030.

In the time to come, Minister Quan proposed that both sides focus on promoting three key areas, including harmonizing legal frameworks and synchronizing AI governance standards in the region; enhancing experience sharing in managing and developing open innovation networks; and cooperating in the development, autonomy, and security of cross-border telecommunications connectivity infrastructure, with a focus on next-generation submarine fiber-optic cable systems.
He also recommended that the two ministries should establish a ministerial-level exchange mechanism to encourage major telecommunications corporations of both countries to accelerate investment and construction of direct Vietnam-Singapore submarine fiber-optic cable routes with large bandwidth capacity and advanced technology.
In addition, Vietnam hopes to strengthen exchanges of experience in building innovation policies, supporting startups, developing innovation ecosystems linked to universities and human resources, as well as advancing the digital economy and digital enterprises.

* Within the framework of the forum, Deputy Minister of Science and Technology Bui Hoang Phuong and the delegation held working sessions with representatives from Enterprise Singapore, NUS Enterprise, and Action Community for Entrepreneurship (ACE) to discuss cooperation orientations for developing digital technology enterprises and innovation ecosystems between the two countries.
At the meeting, the Ministry of Science and Technology proposed that Singapore promote cooperation in supporting Vietnamese digital technology enterprises in improving capabilities and expanding into international markets; connecting investment and capital sources for Vietnamese digital technology enterprises; and promoting business cooperation and establishing the Vietnam-Singapore Digital Technology Business Forum.
The delegation also exchanged views with Singapore’s leading startup and innovation support organizations on experience in developing startup ecosystems, attracting technology investment, and supporting innovative enterprises in expanding into international markets.
