Prime Minister Pham Minh Chinh is head of the steering committee while deputy heads include President of the Vietnam Fatherland Front Central Committee Do Van Chien, Standing Deputy Prime Minister Nguyen Hoa Binh, and Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung.

Vietnam targets to remove substandard houses across the nation by December 31, 2025.

Members of the committee comprise Deputy Prime Minister and Minister of Finance Ho Duc Phoc, Minister of National Defense Phan Van Giang, Minister of Public Security Luong Tam Quang, Minister of Planning and Investment Nguyen Chi Dung, Minister-Chairman of the Government Office Tran Van Son, Minister of Agriculture and Rural Development Le Minh Hoan, Governor of the State Bank of Vietnam Nguyen Thi Hong, Chairman of the Commission for the Management of State Capital at Enterprises Nguyen Hoang Anh, and General Director of the Vietnam News Agency Vu Viet Trang, among others.

The steering committee is responsible for assisting the Prime Minister in directing and coordinating the resolution of important issues and inter-sectoral affairs related to the replacement of temporary and dilapidated houses with new ones.

It is tasked with proposing specific measures to remove substandard houses by December 31, 2025, including housing support for people who rendered service to the nation, housing support under the national target programs, and that under the drive to phase out houses in poor conditions. Additionally, it is in charge of directing competent ministries, agencies and localities to handle challenges during the implementation of the work.

The steering committee will be dissolved after completing its missions.
