Nghe An province receives international aid for households hit by Storm Wipha
The Nghe An provincial People’s Committee has approved an international non-refundable aid project to help 900 poor, near-poor and vulnerable households recovering from the severe impacts of Storm No. 3, internationally known as storm Wipha.
The project, funded by Stichting Oxfam NOVIB (Oxfam NOVIB) in Vietnam, will be implemented through December 31, 2025.
Under the project, 900 households in six communes, namely My Ly, Muong Xen, Nhon Mai, Huu Khuong, Tuong Duong and Tri Le, will receive unconditional cash transfers of 2 million VND (75.89 USD) each, enabling families to address urgent storm-related losses and prioritize essential needs.

Beneficiary households will also be provided with an 80-liter water container and a hygiene kit, with particular attention to the needs of women and girls. Each package is valued at 1.32 million VND. In addition, every household will receive 5 liters of cooking oil to help meet basic needs during the recovery period.
The project has a total budget of over 3.73 billion VND, including more than 2.25 billion VND managed by the provincial Red Cross Society and over 1.48 billion VND used by Oxfam NOVIB for agreed activities. No counterpart funding is required from local authorities.
