They must inspect and pinpoint areas prone to flash floods, landslides and deep inundation, issue timely warnings and evacuate residents to safe zones. They were also required to work closely with units under the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to ensure the scientific and secure operation of irrigation and hydropower reservoirs. Based on local conditions, they may suspend classes to ensure teacher and student safety.

Priority is given to relief operations, including the supply of food, drinking water, medicine and other essential supplies to affected communities.

Once floodwaters subside, local authorities must promptly carry out environmental sanitation, disinfection and disease prevention efforts. They were instructed to help residents repair damaged homes and resume production, especially in agriculture, so as to stabilize lives as quickly as possible.

A comprehensive damage assessment must be conducted and reported, with appropriate support measures proposed if needed.

Additional specific tasks were assigned to the ministers of agriculture and environment, construction, industry and trade, along with relevant ministries, the mass media and the Government Office.
