Reportedly, at 8:15, while patrolling and monitoring the waters of Phan Vinh Island (Pearson Reef) of the Truong Sa (Spratly) archipelago, Ship 464 of the Naval Region 4 Command received an order from its superiors to maneuver to Phan Vinh Island to take the patient to Truong Sa Island of the Truong Sa archipelago for further treatment. At 9:00 on the same day, the ship reached the island, picked up the patient and gave him medical examination.

The troubled fisherman is moved to Ship 464.

The patient, Huynh Van Luan, born in 1990, from Tam Quang commune, Nui Thanh district, Quang Nam province, was a crew-member of trawler QNa 91577 TS captained by Phung Duc Tri from Tam Giang commune, Nui Thanh district, Quang Nam. The trawler, with 47 crew-members on board, departed An Hoa fishing port for fishing activities on July 3.

Earlier, at 5:00 on August 7, the patient was brought to Phan Vinh Island for emergency aid. After giving health check-ups, the doctors diagnosed that  he suffered from severe anemia and gastrointestinal bleeding. After that,  he was taken by Ship 464 of Naval Region 4 to Truong Sa Island for emergency aid and treatment.

On the way to Truong Sa Island, he was directly taken care of by medical staff of Ship 464. At 22:00 on August 8, Ship 464 safely brought the patient to Truong Sa Island.
